Mat or cloth over a rust hole? Fiberglass, by the makers' sheets #Shorts
Both bridge a rust hole. Mat for strength, cloth for a smoother finish, the same resin on either (3M, USC, Evercoat, from their data sheets). The whole lay-up, step by step, is the full video on this channel: "Fiberglass Resin, Mat and Cloth: How to Fix a Rust Hole".
The repair shown is an illustration (generated images, labelled on screen), not a real repair. The products are real, from our store, and AutofxMart sells them.

Mat or cloth? A rust hole. Mat, or cloth? Both bridge it. Here's which one, from the makers' own
Mat: strength. Cloth: finish. sheets. Mat is random strands, thicker: 3M says more strength, bigger holes. Cloth is woven, thinner: a smoother finish. Mat over the hole; cloth where it has to come out smooth.
Under the resin Either one takes the same polyester resin. Wet it out until the fibres disappear, and use only enough resin to do that.
Count the drops The hardener is counted in drops, and the number is the can's: USC says fourteen an ounce, Bondo ten, Evercoat twelve. Then you have eight to fifteen minutes. Mix what you'll use, and never pour it back in the can.
Two inches past the hole Bare metal two inches past the hole, the piece two inches past that, wet side down, and chase every bubble out. Hard in one to two hours. Sand it, skim it, prime it.
The whole lay-up, by the sheet The whole lay-up, step by step from the sheets, is the full video, linked above. Comment which panel you're fixing.
